In short: Desktop browser, and keep videos under a couple of minutes.
Video editing happens in your browser rather than on a server, which is why it is instant and why your footage never leaves your machine until you export. It also sets a few limits worth knowing up front.
Desktop only
Video editing is not supported in mobile browsers, on any phone or tablet. Everything else in the editor works fine there; video is the exception.
Keep it short
Anything up to two minutes is comfortable. Up to about ten minutes works on a recent machine, with export taking roughly a minute. Beyond that, editing gets sluggish, which is rarely a problem for social formats.
Your machine does the work
A laptop from the last few years with at least 4GB of RAM. If playback stutters while scrubbing, that is your GPU rather than a bug, and the export will still be correctly timed.
Bring MP4
H.264 in an MP4 is understood everywhere. Other formats may load and then fail to export, so converting first saves a wasted hour.
Exports are MP4
Video exports as MP4 with AAC audio, at 30 frames a second by default. That is the format every platform accepts.
If you are on Linux, use Firefox rather than Chrome. Chrome on Linux ships without the encoder video export needs, so importing and previewing work but the export fails at the end.
