In short: Effect and Blur are separate entries in the left inspector.
Effects are the expressive layer. Most are strong enough that one is plenty, and the useful ones are quieter than the dramatic ones. Select an element and Effect and Blur are two separate entries down the left inspector, each holding one choice at a time.
The quiet, useful ones
Vignette darkens the edges to pull the eye in. Glow lifts a subject. Recolor swaps one colour for another, which is how you make an image fit your palette.
The graphic ones
Halftone, linocut, dot pattern, posterize and Pixelize turn a photograph into something print-like or deliberately coarse. There are nineteen in all.
Green Screen
Keys a colour out, which is the one to reach for with footage shot against a flat backdrop. The source colour picks what to remove, and Smoothness and Spill clean up the edge.
Five blurs, not one
Gaussian blurs everything. Linear fades along a line. Mirrored gives you a focused band with blur either side, the tilt-shift look. Radial blurs outward from a point, which is how you keep a face in focus and soften the rest. Extrude is the fifth, and the one you will reach for least.
Effects stack with shadows and strokes rather than replacing them, so a glow and a drop shadow can sit on the same element.
